The challenge

A suburban city developed a multi-phase, multi-year stormwater improvement plan for an overhaul it could never fully finance on its own. Flat, low-lying streets in one watershed left many homes without adequate yard drainage, causing frequent standing water, while steep, pavement-hugging roadside ditches created an ongoing safety hazard for drivers and city crews.

Our approach

LNE Group built a sequenced, multi-agency Congressionally Directed Spending strategy across fiscal years. The approach included an FY23 EPA STAG request and an FY26 Army Corps request for storm sewer and culvert work, submitted to both of the city's U.S. Senators to maximize congressional support.

Each request was grounded in the same federal nexus, a $4.51 million infrastructure authorization for the city, which LNE Group also secured in the Water Resources Development Act (WRDA).

The outcome

The city secured $1.5 million in FY23 through EPA STAG and $1.99 million in FY26 through the Army Corps for its storm sewer and culvert work, delivering nearly $3.5 million in federal funding across two fiscal years toward a single infrastructure priority.

The multi-year approach shows how one infrastructure priority can be broken into fundable phases and carried across appropriations cycles, delivering infrastructure and protection to local residents.
