The challenge

Small nonprofit specialty rehabilitation clinics and rural and regional hospital systems often serve patients who need advanced rehabilitative care but lack the capital budgets to purchase expensive, highly specialized equipment on their own. Many of these organizations depend on outside funding to expand capacity and meet growing demand.

One pediatric rehabilitation clinic in Oregon, for example, grew from 48 children served in 2023 to 200 in 2025 with no recurring equipment budget to keep pace with demand.

Our approach

LNE Group managed the Congressionally Directed Spending (CDS) strategy for these nonprofit clinics, developing each request under HRSA's Health Facilities Construction and Equipment program and pairing it with home-state congressional sponsors on both sides of the aisle.

We handled the application materials and member outreach on the clinics' behalf, so that small community-based clinics, rural providers, and urban medical centers could compete for federal funding.

The outcome

In FY24, clinics in New Hampshire and Massachusetts secured full funding for robotic exoskeleton equipment, putting technology that once sat out of reach within these organizations' grasp.

The results show how small nonprofits and community providers can access federal funding with the right support, expanding patient access to advanced rehabilitative care from small community-based clinics and rural providers to large urban hospital systems.
